These bears either have safety joints to secure the arms, legs, and heads, or the joints are sewn and not articulated. They must have safely fixed eyes that pose no risk of asphyxiation to young children. As police, firefighters, and emergency departments discovered that donating a teddy bear to a child during a crisis stabilized and calmed them, NAPLC created the Teddy Bear Cops program to distribute teddy bears to police, fire, and emergency officers in the United States to provide you with teddy bears for children in an emergency.

[17] At the same time, the Steiff company in Germany, which knew nothing about Michtom`s bear, produced a bear stuffed with Richard Steiff`s drawings. Steiff exhibited the toy at the Leipzig Toy Fair in March 1903, where it was seen by Hermann Berg, a buyer of George Borgfeldt & Company in New York (and brother of composer Alban Berg).
